Background to Respecting Client Wishes – July 4, 2008

Background

New provincial legislation, Bills 26 & 29, passed in 2007 and slated to be in force in early 2009 will have significant impact in terms of resources and statutory obligations for Health Authorities, health care providers & their clients (see more detail below).  At Vancouver Coastal Health and Providence Health Care we are working on a strategy to:

• Educate our internal community about the upcoming changes rising from those statutes
• Engage leaders across the organization in identifying necessary changes to be made internally to most effectively comply with the letter – and spirit – of the changes 

Over the coming months, five broad-based working groups will undertake the majority of this impact assessment and resource development.  The working groups, each focusing on an aspect of compliance but appreciating the interrelationships with the others, are

• Advance Care Plans - Receipt and Management
• Advance Care Planning – Encouragement and Development
• Statutory substitute decision making, implications for staff and MDs
• Capability Assessments and
• Care Facility Admission provisions
